After the resumption of the independence of the Baltic States in the year 1990, the price of the heat was significantly increased because the main heat source, the combustion gas, became an import good only coming from Russia. For heat efficiency in buildings the designers therefore started to use in their building projects more high effective external housing structures like the former Soviet Building Regulations (SniP II – 3 – 79) had required. In independent Latvia the suitable and economical efficient new building requirements were legalized September 12, 1991, by the order N0 68 of the former Ministry of Construction.
